About MNsure
Despite popular belief, MNsure does not provide direct coverage for Minnesotans, nor do they determine which coverage is appropriate for the families & individuals of Minnesota. This role is reserved for insurance brokers, agents and producers alike. MNsure is designed to bring together healthcare professionals like brokers and insurers together to help citizens of Minnesota obtain and manage healthcare. MNsure also certifies individuals called 'Navigators'. Navigators help Minnesotans enroll in DHS programs like MinnesotaCare and Medical Assistance. But they do not determine suitability for insurance coverage. Learn more about these specified roles below.
About BROKERS
The process should always start with a licensed insurance broker. Finding a broker is like finding gold. Brokers are trained to understand suitability factors based on your income, lifestyle and more. Brokers should act in the best interest of their clients at all times. Instead of trying to tackle the insurance market alone, the broker should be your hub of direction and determination. As stated above, the roll of determining the proper coverage should always be determined by a licensed insurance broker, agent or producer. Navigators or county offices (Hennepin, Dakota, Ramsey) should never determine suitability or direct you to enroll in any Qualified Health Plans (QHP) without the direction of an insurance broker, agent or producer. This job requires the proper licensing and certifications.
About INSURERS
Insurers are private insurance companies that provide the coverage plans you select yearly. The insurer provides a "playbook", if you will. Their coverage plans include costs from deductibles, coinsurance & copays. Insurers also appoint insurance agents which are slightly different from insurance brokers. Agents work exclusively with a specified insurer's products to determine which of their available products are most suitable for you and help you enroll in those specified products. Insurers also rely on providers like pharmacists and doctors (hospitals, private practitioners, etc.) to determine fair costs and expenses. Despite popular belief, this is who provides coverage even when you elect financial assistance through state programming such as Medical Assistance or MinnesotaCare.
About State Programs
State Programs like MinnesotaCare and Medical Assistance are managed by the Department of Human Services through our counties (Hennepin, Dakota, Ramsey). These plans can offer as low as $0 cost premium plans that supply minimum insurance coverage at the most affordable rate for those under the Minnesota poverty limit thresholds. Eligibility is primarily determined by income. Although, other factors such as eligibility for Medicaid with low income can determine eligibility programs like Medical Assistance. As quoted above, even these $0 cost plans are issued and administered by the private insurance companies. Navigators are allowed to help you enroll in these types of plans.
